DLR tops KPMG study comparing success of international transport projects

Projects were procured against success factors including environment and planning.

A 2010 KPMG study has named the Docklands Light Railway top when comparing the success of 19 major international urban transport projects in 13 different locations in nine countries.

The study assessed how projects were procured against a range of success factors including environment, political control, planning and financing effectiveness, with the DLR achieving near perfect scores against each criteria.

Key lessons from the study were the need for political legitimacy in projects, the setting of long-term strategies, rigorous planning and the focus in project development on achieving successful operations as well as the delivery of the infrastructure.

The DLR came before the Hong Kong MTR, the Singapore Northeast Line and the New York Subway in the study.

Jonathan Fox, DLR Director, said: "The results are very encouraging, especially given the strict parameters within which KPMG are known for undertaking their research."

"I hope the results will instil further faith in the way DLR manages the system."
